Joël GIRAUD

French Minister for Territorial Cohesion and Relations with Local Authorities.

Former mayor of L’Argentière-la-Bessée from 1989 to 2017, then MP since 2002, Joël Giraud Minister for Territorial Cohesion and Relations with Local Authorities, is responsible for the policy of support, development and enhancement of territories and rural spaces. It coordinates initiatives in favor of the economic and social cohesion of rural areas, their attractiveness and their economic development and monitors and effectively implements the rural agenda.


Mihail DUMITRU

Deputy Director General in charge of CAP direct aid, rural development and sustainability – Directorate General for Agriculture and Rural Development of the European Commission.

Agricultural economist specializing in agro-food economics and rural development. In 2006, he joined DG AGRI where he was in charge of negotiating Romania’s first rural development program (2007-2013) co-financed by the EAFRD. Minister of Agriculture and Rural Development of Romania in 2010, he joined the European Union Commission at the beginning of 2011 where he headed the General Directorate for Agriculture and Rural Development of the European Commission. Since January 2017, he has been Deputy Director General in charge of CAP direct aid, rural development and sustainability.


Ulrika LANDERGREN

President of the NAT Commission of European Committee of the Regions.

Ulrika Landergren is a Swedish politician who was a municipal couUlrika Landergren is a Swedish politician who was a municipal councilor for the municipality of Kungsbacka until 2020. She was previously a group leader for IT development in the city of Gothenburg. A member of the Swedish delegation to the European Committee of the Regions since 2013, she is now President of the NAT Commission of the European Committee of the Regions.


Radim SRŠEŇ

Radim Sršeň is a Czech politician and university pedagogue. Mayor since 2020 of Dolní Studénky in the Šumperk region and councilor of the Olomouc region since 2020. Very attached to LEADER and former president of ELARD (European Leader Association for Rural Development) from 2014 to 2016 he became since January 2022 Deputy Political Minister for Regional Development of the Czech Republic, Ivan Bartoš. A member of the Czech delegation to the European Committee of the Regions since 2020, he is now vice-president of the NAT Commission of the European Committee of the Regions.


Marion ECKARTD

President of ELARD. Director of the Swedish GAL Lokalt Ledd Utveckling Halland.

Marion Eckardt is the director of the Swedish LAG Lokalt Ledd Utveckling Halland, located in the region of Halland. Previously, she led two rural LAGs (LEADER Landsbygd Halland and LEADER Kustbygd Halland) and a fishing LAG (Fiskeomrade Halland). She is the representative of the Swedish LAGs in the ENDR LEADER/CLLD sub-group and in ELARD (European LEADER Association for Rural Development), of which she is currently president. She graduated in geography from the Humboldt University of Berlin.


Valérie DREZET HUMEZ

Head of the European Commission Representation in France

With more than 25 years of experience within the European Commission – she joined the institution in 1995 – Ms Drezet-Humez currently works within the General Secretariat of the Commission. Since 2010, she has headed the unit responsible for briefing the President and Vice-President of the Commission on political matters. A lawyer by training, specializing in European law, Ms Drezet-Humez began her career with the Commission in the Directorate General (DG) for the Environment. She worked there on industrial and environmental issues as well as political coordination, before becoming political assistant to the Secretary General of the DG for Translation, then to the Deputy Secretary General and finally to the Secretary General of the General Secretariat of the Commission.


Yves LE BRETON

Director General of the National Agency for Territorial Cohesion.

A graduate of the ENA promotion Antoine de Saint Exupéry, he was appointed in 1996 sub-prefect of Saint-Benoît (Réunion) then joined the prefecture of Aveyron in 1998, as secretary general. In 2000, he became chief of staff to the prefect of police in Paris for two years. He then held various positions within the central administration, then between 2009 and 2010, he was appointed adviser in charge of the Overseas Territories in the cabinet of the Minister of the Interior, Overseas Territories and Communities. In 2019 he was appointed Commissioner General for Territorial Equality (CGET), at the same time responsible for the prefiguration of the National Agency for Territorial Cohesion (ANCT). When the ANCT was created, he became the first Director General, a position he currently holds.


Clément BEAUNE

Secretary of State for European Affairs to the Minister for Europe and Foreign Affairs.

Clément Beaune is a graduate of the Institute of Political Studies (IEP) in Paris, as well as the College of Europe in Bruges. In 2011, he made his debut as deputy head of the research and higher education office before becoming deputy head of the finance law office in the budget department. From 2012 to 2014, he was a budget advisor at Matignon in the office of Jean-Marc Ayrault. In 2014, he became for a short period adviser to the French Permanent Representation in Brussels, then joined the cabinet of Emmanuel Macron in Bercy. Being in charge of European Affairs, he held this position from 2014 to 2016, before becoming Deputy Chief Executive Officer of ADP Management until 2017. In addition, since 2017 he has been Europe and G20 Advisor to the Presidency of the French Republic.



Janusz WOJCIECHOWSKI

European Commissioner for Agriculture

Janusz Czesław Wojciechowski is a Polish politician and was a longtime member of the European Parliament, elected in the Lodz Voivodeship. In 2016, he left parliament to become a member of the Court of Auditors. Wojciechowski was Vice-Chairman of the European Parliament’s Agriculture and Rural Development Committee. On September 10, 2019, he was appointed as European Commissioner for Agriculture in the von der Leyen commission.


Loïg CHESNAIS-GIRARD

President of the Regional Council of Brittany. Chairman of the Agriculture Commission of the Regions of France.

After studying in Rennes and an internship in New York, he joined a banking group. He will remain there for 10 years and will exercise several professions including that of corporate account manager. He is currently on leave to devote himself to his mandate as President of the Region. Mayor of Liffré then Vice-President for the Economy and Innovation of the Brittany Region in 2012 then First Vice-President following the regional elections of 2015, he is now President of the Brittany Region. He is also Chairman of the Agriculture Commission of the Regions of France and a member of the European Committee of the Regions.



Thibaut GUIGNARD

Mayor of Plœuc-L’Hermitage, a rural town since 2014, Departmental Councilor of the canton of Plaintel and First Vice-President of the Departmental Council from 2015 to 2021, Thibaut Guignard, a 40-year-old elected representative from Brittany, is committed to rurality and ‘Europe. With expertise in rural development, management of European funds and management of projects dedicated to territories, Thibaut Guignard chairs Leader France, the national federation of rural territories involved in the European Leader rural development programme. He is also Vice-President of ELARD (European Leader Association for Rural Development). With a dynamic and European vision of rural areas, the Breton elected official is also co-president of the Europe commission of the Association of Mayors of France, Vice-president of the French Association of the Council of Municipalities and Regions of Europe (AFCCRE), member of the European Committee of the Regions and president of the French delegation to the Congress of Local and Regional Authorities of the Council of Europe.



Francés BOYA ALOS

Secretary General of the Demographic Challenge within the Ministry of Ecological Transition and the Demographic Challenge.

Francés Boya Alos is a Spanish politician. Since October 2020, he has been Secretary General of the Demographic Challenge within the Ministry of Ecological Transition and the Demographic Challenge. Previously, he was administrator of Arán between 2007 and 2011, and between 2019 and 2020. He also held other positions such as senator in the Cortes Generales, deputy in the Parliament of Catalonia, councilor of Lés and provincial deputy of Lérida. He is also a writer in the Occitan language, more precisely in the Aranese dialect.


Karine GLOANEC MAURIN

Regional Councilor for Centre-Val-de-Loire delegated to the Vice-President “Economy, Tourism and Europe” President of the Community of Communes of the Collines du Perche.

Karine Gloanec Maurin began her career in performing arts as a dramatic artist and then as administrative director. From 1994 to 2004, she created and directed L’Hectare, a production office that became the Vendôme subsidized scene. She was advisor to Michel Sapin, President of the Center Region, for Culture and International Relations from 2004 to 2007. She was a member of the CESR Center (regional economic and social council) from 2007 to 2010. She is now now a consultant and provides training (GRETA, CFPTS National center for professional training in entertainment). Member of the European Parliament from 208 to 2019, she is now Regional Councilor for Centre-Val-de-Loire delegated to the Vice-President “Economy, Tourism and Europe”, President of the Community of Communes of the Collines du Perche and co President of the Rural Territories Commission of the Association of Mayors of France and Presidents of intercommunality.
